Please be advised that, as of today, 1 August 2026, River Plate pilots required for vessels navigating between La Plata and the Upriver ports are currently not accepting nominations.

After checking with several other local agencies, the situation appears to be generalized. The current service disruption is understood to be in response to the entry into force of Decree 690/2026, although no formal notice confirming the duration or full scope of the action has been received so far.

Decree 690/2026, published on 31 July 2026 and effective from today, replaced the previous pilotage regime and introduced substantial changes. These include an open register of qualified pilots, direct contracting by users, maximum tariffs, alternative arrangements for pilot transportation and broader mechanisms allowing qualified Masters to obtain exemptions or temporary authorizations. Representatives of the pilotage sector have raised concerns regarding the possible impact of these changes on navigational safety and existing operational standards.

Regarding possible government intervention, Article 6 of the Decree expressly provides:

“LA PREFECTURA NAVAL ARGENTINA podrá proveer los servicios de practicaje, pilotaje o baquía […] en situaciones excepcionales…”

In practical terms, the provision allows the Argentine Coast Guard (PNA) to provide pilotage services when exceptional circumstances prevent the normal functioning of the system. It may also request assistance from the Argentine Navy or temporarily authorize Masters holding the corresponding Zone Knowledge Certificate.

At present, no official deadline for the restoration of normal pilotage services or confirmation of the implementation of these contingency measures has been communicated.

Consequently, delays may affect vessels’ arrivals, sailings and other movements requiring River Plate pilotage services. We are closely monitoring the situation and will circulate further updates as soon as reliable information becomes available.
